Change #11 to #10 with the splines on it and buy a foot shifter to go on it. Then, just remove the shift motor reduction gears and bolt the shift motor back on. Removing the gears will make it easier to shift because it won't have to turn the shift motor.

It's not very common but I have seen it happen and the tooth might have jambed up the gears not allowing you to shift electric or manual.
