You only get those with the Tridolons, so if you hate doing Eidolons, you're unable to get any Transmuter and it's the only way to transmute 4 unwanted Riven into a new one. The transmuter is also not going to directly buff anything in-game. It's just a minor sacrificial item used to reroll some mods.So, as of recent change, the Tridolons came to the plains. With a good carrot as Riven Transmuter, and now a fair amount of Arcane to drop.
