PANAMA CITY BEACH — The emerald water may beckon from beyond the white sandy beach, but before diving in, beware of the danger. Four people have drowned so far in the Gulf of Mexico off Bay County shores. Those four deaths happened in Panama City Beach, one caught in a rip current.
