Similar issue here. 32-52 FPS averaging about 41 with ridiculous 70 +/- ms render latency. Was previously getting 80-120 FPS with very low render latency. Restarting my PC worked on two occasions, but no longer. This is all on my Samsung QN90A /w game mode enabled.Low FPS and gpu usage on lighthouse Running 32 GB of ram with a i7-6700k CPU (Bottle necking) and Rtx 3080 ti. Gpu usage is around 15% or so when on lighthouse.Tarkov doesn't utilize every core and thread. In fact, 4-6 cores is pretty much the same as 16 cores from the same generation. In your case, 30-40% cpu usage is max cpu utilization in this game. Your old'ish cpu and memory speed is definitely bottlenecking your superb gpu. Allthough i think you should have higher fps.

Since patch 0.13, FPS drops after a while, especially playing in the Streets of Tarkov map. This issue is due to VRAM leak. For now, the only solution seems to be restarting the game. Restarting EFT after every 2-3 raids will fix the low fps issue and micro stuttering. On any maps besides Labs and Factory, my fps will drop below 25 frames when aiming with magnified scopes, making gunfights impossible at range. Before, I was getting about 60-75 fps on reserve, and I play at 1440p with low-medium settings. Now, im getting about 70-90 fps with the same settings. I feel like this should be a lot more. I saw benchmarks with a 5800x and 3080 getting 120-140 fps on 1440p ultra settings. And the 12600k supposedly has faster single core speed compared to 5800x.
